President Bush has announced the lifting of
the sanctions imposed upon India & Pakistan in exchange for
their support and cooperation with the US war against
terrorism. This action will have little impact on OOT
products, as most are already authorized into to India and
Pakistan; however, the action will probably allow renewed
export of EFIs (ECCN 3A232) and EFI controllers (ECCN 3A229)
into India. OCS will post additional information here
regarding the lifting of sanctions as soon as more details become
available. For a review of the sanctions that will be
lifted, please see the India/Pakistan
section of the Export
Control Page. |

HAZLIST
On-line has been updated to include the CE
certification status of OOT products. A "CE
Certified" field has been added to the Product section,
and valid entries will be "Yes", "No",
or "Submitted". The following example
illustrates the location of this information. |

Additionally,
we have added a "CE Certificate" document link in the
Documents section. If the link is active (underlined and
some color other than black), then a certificate is available
for the item and can be accessed by clicking the link.

We are happy to announce the CE certification of 271 Owen
Oil Tools explosives products including bi-directional
boosters, cartridges, cutters, detonators, perforators, and
power charges. We are currently working on updates to HAZLIST
On-line to provide access to the various CE certificates
assigned. Until that work is complete, you can view a
list of items that have been CE certified by clicking

We discovered that the n.e.w. on 40 casing cutters was
misreported in HAZLIST On-line.
Most of these cutters were reported with an n.e.w. of 45
grams, when they actually contain more than 45 grams of
explosive. Click here to
download a list (XLS) of affected part numbers and their
correct n.e.w. This correction will be reflected
in the next publication of HAZLIST PDF files at the end of
the month. We are sorry for any inconvenience this may
have caused. |

Updated IMDG packing references
in HAZLIST On-line to be consistent with new packing references
in Amendment 30-00. Also updated ICAO/IATA references to a
two-digit code, with the first digit representing the passenger
air packing reference and the second, the cargo air packing
reference. The following examples illustrate the new
system for ICAO/IATA reference numbers:
101/101 means packing reference
101 for passenger air and 101 for cargo air
--/101 means forbidden for passenger air and 101 for cargo air
--/-- means forbidden for both passenger and cargo air

We have obtained new ATF licenses for all OOT and Organic
Technology (OrgTech) locations with a uniform expiration
date. This will significantly reduce the
administration of these 19 licenses. They are now all
valid until April 1, 2004. Please note that all
license information you may have on file for OOT or OrgTech
is now invalid and should be replaced. You may obtain
an updated OOT
Licensed Location List to serve this purpose from the ATF
page. |

-- NR Canada has revised its original transport
classification of OOT STIM products. Originally
classified as UN0278/1.4C, on 2/6/01, pursuant to UN testing
completed on the productfamily, Canada reclassified these
items to UN1489/5.1. This revision makes the
Canadian transport classification of OOT STIM
consistent with their US and export
classifications.
This revision affects
transport classification only.
For other purposes, these items remain in Canadian
explosives class 2 and as such, import permits and magazine
storage licenses are required; however, transport into and
throughout Canada under UN1489/5.1 is now authorized.
Additionally,
combined shipments of 5.1 and class 1 on the same motor
vehicle may affect
current perforating industry placarding exemptions issued as
Equivalent Level of Safety Permits by
Transport Canada.
