12/10/1999 -- DOT-E 8843 (chemical cutter cylinders) has been revised.  Obtain the 4th Rev. on the Exemptions Page and discard all previous versions.

12/3/1999 -- DOT has renewed OOT's PTE status to exemption DOT-E 4850 (10th Rev).  See the Exemptions Page for an updated copy.

Updated MSDS-DET to include EFI detonators.  This MSDS now covers electric and non-electric detonators, detonating fuzes, and EFI detonators.  Also updated the MSDS-PAK (1463 kb) to include the revised MSDS-DET.  See the MSDS section of the HAZCOM page for updated copies.

11/16/99 -- BXA has revised its controls regarding exports to Federal Republic of Yugoslavia.  See the Export Control Page, Yugoslavia section for details.

Also added a copy of the 10th Revision of DOT-E 4850.  This revision replaces all previous revisions.  See the Exemptions page for details.

10/21/99  -- ATF:   Added a new Compliance Update.  Check this out for details on the final rule, addressing the marking of plastic explosives with a detection agent, issued by ATF on 10/14/99.

10/14/99 -- Updated the OOT Location List and OOT Authorized Purchasers List.  See the ATF page to download these new reports.

10/6/99 -- HAZCOM Page -- updated the 1.1 & 1.3 Emergency Response Guide.  Added a listing for TNT on page 2 of the guide.  Also, added the updated 1.1 & 1.3 ERG to the MSDSPak file

9/28/99 -- The new changes to export controls reported on 9/21/99 apply only to devices formerly in export classifications 1C018, 1C992, and 1C998.  These three classifications have been consolidated into the two classifications 1C018 and 1C992.  The new rule does not effect other classifications such as 3A229, 3A232, and EAR99, which remain unchanged.  Additionally, this rule does not effect the US sanctions against India and Pakistan.  See the Export Control page for more information.

9/23/99 -- Updated the HAZLIST (Domestic & Export) and the HAZLIST (Canada) reports.  These updated reports include all updates made since last publication on 4/8/99.   For those of you who prefer to have a hardcopy of HAZLIST, these are the reports you should use.  See the HAZLIST page for access to these reports as well as HAZLIST On-line.

9/21/99 -- BXA has issued a significant new rule that effects the export classification of most commercial explosive devices.  The result of this new rule is a downgrade of the export classification of most commodities of this type.  This means significantly fewer export licenses will be required.  See the Export Control page for additional details and updated Export Control Summaries.

8/14/99 -- New MSDS and ERG for Hydrochloric acid solution (HCl), UN1789.  Available as individual documents from the HAZCOMM page (MSDS section) or as part of the updated MSDS-PAK.

7/29/99 -- Updated the UN page, providing a summary of the 16th Session of the UN Sub-Committee of Experts on the Transport of Dangerous Goods.

7/9/99 -- The error noted below (7/8/99) regarding incorrect display of Canadian approval information for STIM(tm) products has been fixed.  Information for these items is now correct.

7/8/99 -- All STIM(tm) products have now been classified UN0278; Cartridges, oil well; 1.4C in Canada.  OOT must ship these products to 1st destination in Canada as UN1479; Potassium perchlorate, solid, mixture; 5.1 and then re-mark/re-label for the UN0278 classification before further transport in Canada.

The information currently shown for these items in HAZLIST On-line is incorrect.  We are checking the problem and will advise when information is correctly displaying.

6/18/99 -- Updated the NONA MSDS (MSDS-NON).  Proper shipping name on page 4 of MSDS-NON should read "Substances, Explosive, n.o.s. (NONA, wetted).  Added updated MSDS-NON to the MSDSPak and updated the MSDSPak Table of Contents.  See the HAZCOM page for updated copies.

HAZLIST On-line -- The proper shipping name for part number OTI-APRV-002 has been corrected.  Previously shown was "SUBSTANCES, EXPLOSIVE, N.O.S. (NONA)".  Correct is "SUBSTANCE, EXPLOSIVE, N.O.S. (NONA, WETTED)".

6/8/99 -- Revision dates on MSDSs updated as of 4/12/98 did not get printed correctly in the on-line MSDSs.  This error has been corrected.  If you downloaded any MSDSs between 4/12/98 and 6/7/99, you need to re-download those MSDSs.  See the HAZCOM page for details.

5/12/99 -- Exemption DOT-E 8451 has been revised.  The 22nd Revision, which replaces all previous versions, is available for download.  This revision includes a change to para. 5 to update the basis for the exemption and to Appendix A to update the expiration status of some parties to the exemption.  Check the Exemptions page for details.

5/4/99 -- HAZMAT TIP -- Be sure to enter the unit of measure on your shipping paper when indicating the quantity of hazardous material you are shipping.  Although required by DOT in 49 CFR 172.202(a)(5), this is commonly overlooked and is often detected during DOT inspections.

5/3/99 -- Updated the OOT Location List and OOT Authorized Purchasers List.

4/26/99 -- OOT's party status to exemption DOT-E 8451 has been renewed to 1/31/2001.  Check the Exemptions page for details.

4/23/99 -- Updated the Export Controls Page.  Certain tools manufactured by OOT's subsidiary, Probe Technolgy Services Inc., are classified under EAR99 and do not require an export license.

Updated the Links Page.  The links associated with the UN Committee on the Transport of Dangerous Goods has changed.

Updated HAZLIST On-line.  Updates include:

  1. STIM products are not ATF explosives.  The ATF Explosive flag for these items has been revised to read "N" rather than "Y".

  2. UN1325, UN1489, and UN1746 products are not ATF explosives.  The ATF Explosive flag for these items has been reset to read "N".

  3. Added new perforator SLK-4000-302.

4/8/99 -- Updated the HAZLIST (Domestic & Export) report.  This updated report corrects the problem noted on page 135 where part numbers were not displayed, and includes all updates made since last publication on 2/5/99.    The HAZLIST (Canada) report remains unchanged as there has been no Canadian approval activity since this report was last prepared on 2/5/99.  For those of you who prefer to have a hardcopy of HAZLIST, these are the reports you should use.

3/10/99 -- OOT has become party to exemption DOT-E 7891.  See the Exemptions page for details.

3/6/99 -- Updated HAZLIST On-line.  Updates include:
  1. Updated HAZLIST On-line to correct error in Swing Jet family designation.  These devices family number (drawing number) should be SWG-APRV-025, not SWG-APRV-011.

  2. Added Canadian approval document for power charge igniter DET-5306-074.

  3. Added USA approval document for Swing jet family (SWG-APRV-025)

Updated the ATF page.  Updates include:

  1. Added a section on storage.

  2. Added a warning that OOT igniters are not detonators and should not be stored in the same magazine as detonators.

  3. Added storage compatibility table for OOT products.

3/1/99 -- OOT has received authorization from the Canadian Government to use the proper shipping name "Charges, Shaped" to be consistent with the recent changes in the UN Model Regulations and with the generic amendment issued by USDOT in January.  You can obtain a copy of the Canadian authorization by clicking here.  Additionally, all Canadian approval documents authorizing UN0059, UN0440, and/or UN0441 have been amended to include a copy of the Canadian authorization.

2/10/99 -- Updated the Products page.  Added links to OCS's partner in OCS Responds™, Chem-Tel, Inc.

2/5/99 -- Updated the HAZLIST (Domestic & Export) and HAZLIST (Canada) reports.   For those of you who prefer to have a hardcopy of HAZLIST, these are the reports you should use.

Updated HAZLIST On-line.  Updates include:
  1. New Canadian approval for 16 items (a separate notice was distributed the HAZLIST (Canada) distribution list.

  2. Revision of ECCN numbers for all OOT power charges.  They were previously listed as EAR99, but should have been listed as 1C998.

  3. Addition of chemical weights for most chemical cutter cylinders.

  4. The ICAO packing reference for all StimGun™ and StimTube™ products has been changed to 511.  OOT does not ship these products in passenger aircraft quantities, so the prior reference to ICAO 508 was erroneous.

2/2/99 -- Warehouse #9 (Williston, ND) ATF license has been renewed. See the updated OOT Location List and OOT Authorized Purchasers List.

1/28/99 --  HAZLIST On-line was inoperable for a period of time on 1/28/99.  It is now back in business.  Thank you for your patience.

1/23/99 -- Several new items to note:
  1. Export control classification of OOT Chemical cutter cylinders has changed.  They are now controlled by the Department of Commerce under ECCN 1C018.  Formerly, they were controlled as a US Munitions List commodity under Category V.  This change will result in easier and faster export licensing (when required).  Export controls on all 1C018 commodities, including OOT chemical cutters can be found on the Export Control page.  You may obtain a copy of the export classification letter by clicking here.

  2. A new version of exemption DOT-E 8451 has been received and is available for viewing or downloading from the exemptions page.  The 21st revision replaces all previous versions.

  3. The sanctions against India & Pakistan continue to become better defined.  In the latest notice published by BXA, commodities such as EFI detonators and their controllers are now prohibited for export to these two countries.
1/9/99 -- Updated the Classification page and appropriate EX-letters available there to reflect the change in to "charges, shaped, commercial: reported on 1/8/99.

1/8/99 -- HAZMAT Classification -- Effective 1/1/99, the proper shipping name "Charges, shaped, commercial" has been changed to "Charges, shaped".  USDOT has issued a letter clarifying this issue.  Obtain a copy of the letter by clicking here.   All entries for UN0059, UN0439, UN0440, and UN0441 on HAZLIST On-line have been updated to reflect this change.  Additionally, a copy of this letter has been incorporated with appropriate EX-letters available from HAZLIST On-line.
