12/18/98 -- Holiday Notice:
OCS will essentially be closed 12/21/98 - 1/1/99. We will be enjoying this
time period with our families and friends and using the time to rejuvenate for the coming
year. Amy will be working during part of this time period; however, she will
basically be taking messages to be answered when we return to work on 1/4/99. We
appreciate your patience during this period and hope you and your families have a Merry
Christmas and a Happy New Year!

12/9/98 -- HAZCOM:
The 1.4 Emergency Response Guide (ERG 1.4).
Added an entry for UN0352; Articles, explosive, n.o.s.; 1.4D, for shipping samples to
authorized testing laboratories (Explosives Bureau, NIOSH (PRC), CERL). Also
updated the complete MSDS-PAK to include the revised ERG 1.4. Look for the *UPDATED* symbol to find newly
updated items in the HAZCOM section.

11/23/98 -- DOT-E 8843 has been renewed and
revised. Visit the exemptions page to obtain a copy
of the 3rd Revision.
In addition to Al Sweeney, Amy Adams has joined the OCS staff as office manager. Amy
will be handling the OOT ATF audit program, bookkeeping, mail, communications, and other

11/10/98 -- OCS Staff -- We are happy to welcome Al Sweeney
to Owen Compliance Services. Al joined OCS on 11/9/98 as Vice President. He
comes to OCS from Halliburton Energy Services and brings with him years of experience in
HAZMAT (explosives) compliance. A retired Marine, Al has been employed in the
oilfield explosives industry for many years, having worked for Jet Research Center, GOEX
International, High Energy International, and Halliburton Energy Services. He has
been active member of the IME, ISEE, and is currently serving as vice-chairman of the
Johnson County Local Emergency Planning Committee (LEPC). He will be providing
assistance in HAZMAT transportation, worker safety, and HAZMAT training, ATF compliance,
DOT driver compliance, and other compliance areas. Al can be contacted at:

information. This information now appears on immediately following the APPROVAL
section of each data entry. If the item is listed on Canada's Authorized List of
Explosives, the UN Number, proper shipping name, and hazard classification will appear
here. If this area is blank, then the item is not approved in Canada.
- HAZCOM -- Added information/examples on marking and
labeling of bromine trifluoride (chemical cutter cylinders) packages.

8/29/98: Updated the HAZLIST (Domestic & Export) and HAZLIST (Canada) reports. For those of you who
prefer to have a hardcopy of HAZLIST, these are the reports you should use.

8/28/98: The MSDS page has been replaced by the Hazard Communication
(HAZCOM) page. MSDS information
has been relocated to this page.
New labeling and placarding requirements for chemical cutters: Beginning 10/1/98,
new DOT labeling and placarding requirements (HM-206) go into effect. These
requirements specifically effect shipments of chemical cutters cylinders containing
bromine trifluoride. See the chemical cutter labeling guide (under development) and
the chemical cutter placarding guide for more details.

8/20/98: ATF -- Updated (8/20/98) OOT Licensed Location
List. License number for OOT #6 has changed.

8/19/98: Updated the UN Page.
Discussion of outcome and access to 15th Session reports are now included.
HAZLIST On-line -- added capability to select records by
record date. This can be used to check daily to see what HAZLIST entries have
changed. See the last entry on the search list and use the date format M/D/Y with no
leading 0s. For example, today would be entered 8/19/98, Christmas Day would be
entered 12/25/98, and this coming New Year's Day would be entered 1/1/99.

Owen Oil Tools, Inc.

ATF – OOT Warehouse #2 (Petrolia, TX) has been closed.
Additionally, there have been the following staff changes at OOT Warehouse #17 (Houma):
Steve McElroy is no longer employed
Chester Simmons is now the manager
Chester Simmons, John Bacon, and James Delbuono have been added to the OOT Warehouse #17
Authorized Purchasers List.
New OOT Location List and new OOT Authorized Purchasers List have
been posted to reflect all the changes listed above.
